May 30, 2025, Chișinău – The Foreign Policy and European Integration Committee of the Moldovan Parliament approved today, during its meeting, the positive consultative opinions for the agreed candidacies of two ambassadors of the Republic of Moldova.
Thus, Oleg Serebrian is set to be appointed as the Extraordinary and Plenipotentiary Ambassador of the Republic of Moldova to the Republic of Turkey, and Vladislav Kulminski as the Extraordinary and Plenipotentiary Ambassador of the Republic of Moldova to the United States of America.
Deputy Prime Minister and Minister of Foreign Affairs, Mihai Popșoi, stated that the appointment of the new ambassadors reflects the Republic of Moldova's commitment to professional and well-prepared diplomacy.
"Both Mr. Oleg Serebrian and Mr. Vladislav Kulminski are professionals with extensive experience in foreign affairs and public policy. We have diplomats and experts with over two decades of activity who have contributed to promoting the country's image on the international stage. I am confident that they will contribute significantly to strengthening bilateral relations with Turkey and the United States of America, two strategic partners for our country," emphasized the Minister.
Oleg Serebrian is a career diplomat with the rank of ambassador. He has served in the public and diplomatic service of the Republic of Moldova for over three decades, holding leadership positions within the Ministry of Foreign Affairs and important diplomatic missions in Western Europe. He served as the ambassador of the Republic of Moldova to France and Germany, and since January 2022, he has held the position of Deputy Prime Minister for Reintegration. Throughout his career, he has been actively involved in promoting Moldova's interests in the European space and strengthening bilateral relations.
He holds a degree in history and law from the State Pedagogical University of Chișinău and a master's degree in international relations from the European Institute in Nice. He has completed specializations at the National School of Administration in Paris and at the universities of Edinburgh and Birmingham. He holds a PhD in Political Science.
For his diplomatic, academic, and literary work, he has been awarded the National Order "Steaua României," the National Order of Merit of France, the National Order of the Grand Cross of Merit of Germany, as well as national and international literary awards.
Vladislav Kulminski is an expert in foreign policy, conflict resolution, and strategic planning, with over 20 years of experience in leadership roles in public policy, public administration, and international development. He served as the Deputy Prime Minister for Reintegration and, prior to that, as an advisor for foreign policy and strategic planning to the Prime Minister of the Republic of Moldova.
He has worked at the United Nations, UNDP, the World Bank, GIZ, and Humanitarian Dialogue, being involved in negotiation and mediation processes in Ukraine, Belarus, Turkey, and the Eurasian region. He participated in the implementation of the Black Sea Grain Initiative and contributed to programs related to reform, social cohesion, and peacebuilding. Previously, he was a political expert at the U.S. and UK embassies in Moldova.
He holds master's degrees in Public Administration from the Maxwell School of Citizenship and Public Affairs (USA) and in International Relations and European Studies from the Central European University in Budapest. He is a Fulbright, John Smith, and Munich Security Conference fellow.
