Regarding the initiation of the procedure to include in the agenda of the annual session of the UN General Assembly of a supplementary item “Complete withdrawal of foreign military forces from the territory of the Republic of Moldova”

On 21 July 2017, the Parliament of the Republic of Moldova adopted the Declaration on the withdrawal of Russian military forces from its territory, requesting, among other things, the Government and the President of the Republic of Moldova to promote the adoption of a resolution by the United Nations General Assembly on the withdrawal of Russian military troops illegally stationed on the territory of the country.


By virtue of these provisions, through a letter addressed to the Secretary General of the United Nations, the Government of the Republic of Moldova initiated the procedure to include in the agenda of the 72nd session of the UN General Assembly of a supplementary item entitled “Complete withdrawal of foreign military forces from the territory of the Republic of Moldova”.


At the beginning of the annual session due to start in September 2017, the UN General Assembly will examine the requests by Member States, including the request made by the Republic of Moldova, and will decide on which of the items proposed by the countries concerned will be included in the agenda of the 72nd session and which requests could be decided upon  at a later stage.


The eventual inclusion in the agenda of the 72nd session of the item proposed by the Republic of Moldova will allow the review, in a constructive manner, by the UN General Assembly, of the issue related to the illegal presence for the last 25 years of the Operational Group of the Russian Armed Forces on the territory of the country, a fact which is against constitutional provisions, permanent neutrality, sovereignty and imperative principles of international law.


The initiative of the Republic of Moldova does not question or seek to withdraw the Russian military personnel that are part of the trilateral peacekeeping force operating in the security zone of the Transnistrian region, as reported recently by certain media outlets, particularly from the Russian Federation. All media reports with such content are manipulative in nature and deliberately distort both the essence of the Republic of Moldova's initiative at the UN and the textual stipulations of the documents submitted to the UN Secretary-General.
