The Republic of Moldova wishes to have with NATO the same relations as the EU nonmember states of the Alliance have

Mr. Andrei Stratan, Deputy prime-minister, Minister of Foreign Affaires and European Integration, had a meeting with Mr. Jaap de Hoop Scheffer, NATO Secretary General, who was with a working visit in Chisinau on the 30th of October 2008. During the meeting the cooperation aspects of our country with the North-Atlantic Alliance on the basis of the Individual Partnership Action Plan (IPAP) were examined.

The head of the Moldovan diplomacy reviewed the last developments in the implementation of the Action Plan, underlining its contribution to the reform process in the defense and security sector of the Republic of Moldova. Hence, the adoption of the National Security Concept has made possible a further consolidation of the political and legal basis of the defense and security sector with the elaboration of the National Security Strategy of the Republic of Moldova, currently under examination. Noting the significance of Secretary General Jaap de Hoop Scheffer’s visit to Chişinău, Mr. Andrei Stratan emphasized that the „Republic of Moldova wishes to have with NATO the same relations as the EU nonmember states of the Alliance have”.

Mr. A. Stratan has also referred to the settlement process of transnistrean conflict in the 5+2 format, based on the respect of sovereignty and territorial integrity of the Republic of Moldova. The Minister highlighted that despite the dramatic events in Georgia, the Moldovan side managed to maintain a permanent consultations mechanism with the Russian authorities. Mentioning the role of the Russian Federation in the resolution of the transnistrian conflict, Andrei Stratan stressed upon the importance of permanently keeping this issue on the agenda of the NATO and EU dialog with Russia.

The European integration aspirations of the Republic of Moldova have been another point in the talks. In this regard, the Deputy Prime-Minister Andrei Stratan referred to the negotiations on a new agreement with the European Union which are to begin in the near future, emphasizing that it should be an association agreement and provide a clear path for the gradual integration of the Republic of Moldova into EU.

Mr. Jaap de Hoop Scheffer reiterated the “full respect” of the Alliance for the neutrality of the Republic of Moldova, pointing out that NATO maintains a fruitful cooperation with a number of neutral states in Europe. Mr. Jaap de Hoop Scheffer expressed his appreciation for the accomplished reforms of our country in the national defense and security sectors and ensured that the North-Atlantic Alliance would further support the efforts of the Republic of Moldova in the process of implementing democratic reforms in various areas in accordance with European standards. In the view of the high official “the Republic of Moldova has to be appreciated for the fact that it plays the role of an exporter of security in the region”.

The NATO Secretary General reiterated once again the support of the Alliance in finding a solution for the transnistrian conflict and welcomed the European integration efforts of the Republic of Moldova.
